The final section with a natural gas export station

The final section of EUGAL continues southward. The pipeline runs from Lampertswalde to the German-Czech border near Deutschneudorf. On this section measuring around 106 kilometers in length, the pipeline will also be laid as close as possible to the OPAL natural gas pipeline which went into operation in 2011. A natural gas export station (GPRM station) is also planned in Deutschneudorf. The station is part of the approval procedure for the Saxony section of the pipeline.

STATUS OF THE PROJECT IN SAXONY

WHAT HAS BEEN ACCOMPLISHED:

The application conferences for the regional planning procedure and the scoping meeting for the subsequent planning approval procedure were held in May 2016. In addition, EUGAL was presented to the public in November 2016 at two information events in Coswig and Deutschneudorfwurde. As part of the site selection process for the GPRM station in Deutschneudorf, another public event was held there in January 2017.

The regional planning procedure was opened in November by the state authorities in Saxony. In this procedure, the authority investigated the preferred corridor and possible alternatives. In addition, citizens had the opportunity alongside the public-interest bodies to view the documents and comment on them express their thoughts and concerns. 

Their objections and stances were discussed and weighed up at a subsequent a hearing led by the authority in charge with the public-interest bodies and citizens concerned, as well as GASCADE as the company in charge of the project.

In May 2017, the Farmers’ Associations in Saxony and GASCADE reached an agreement on the contractual regulations for construction and operation of EUGAL. The framework agreements serve as a reference for the individual contracts to be concluded with the owners and farmers of the areas being used.

In May 2017, the state authorities in Saxony concluded the regional planning procedure, declaring the proposed preferred route to be compliant with the regional planning requirements on the basis of various criteria. The fact that this variant runs close to the OPAL route and can be combined with other laid pipelines played a pivotal role in the decision.

As the site for the gas pressure regulating and metering station (GPRM station), the meadow site on Bergstrasse in Deutschneudorf proposed by the citizens of Deutschneudorf and included in the regional planning procedure was recommended for further planning.

In October 2017, the state authorities in Saxony, as the responsible authority, opened the planning approval procedure for the EUGAL section in Saxony. Due to the responsibilities of the various offices of the state authorities in Saxony, the EUGAL pipeline project in Saxony will be divided into two planning approval sections. The Dresden office of the state authorities in Saxony is responsible for the section from Lampertswalde to Wilsdruff, and the Chemnitz office for the section from Reinsberg to the German-Czech border. 

The planning approval documents for the EUGAL section in Saxony were on public display in the respective city hall or office of the affected towns and communities: from 11 December 2017 to 10 January 2018 in the Chemnitz section, and from 13 December 2017 to 15 January 2018 in the Dresden planning approval section.

Alongside the public-interest bodies, this also gave the citizens the opportunity to express their thoughts and concerns regarding the project. The deadlines for the citizens for stating their objections and stances were 10 February 2018 (Chemnitz section) and 15 February 2018 (Dresden).

Following the public display of the planning documents, the state authorities in Saxony invited the public-interest bodies and citizens to a hearing to discuss their submitted objections and stances together with the GASCADE as the company in charge of the project. 

The hearing to discuss the EUGAL section for which Saxony’s state authorities in Chemnitz are in charge was held from 23 to 25 May 2018 – the section for which Saxony’s state authorities in Dresden are responsible was discussed from 4 to 6 June 2018.

NEXT STEPS:

The approval procedures were completed in October 2018. The responsible authority announces planning approval decisions that defines the final route and functions as planning permission. Since then, construction work has been under way in Saxony.

ARCHIVE – REVIEW OF THE INFORMATION EVENTS IN 2016:

At two information events in Coswig and Deutschneudorf in November 2016, GASCADE presented itself as a potential neighbor. Interested citizens had the chance to obtain an overview of the EUGAL project and to discuss it in a personal talk with the project team.
